its the worst arcade system because it's not an arcade system, it's realistic

After you steal from an NPC, there will be 6-10 second delay until they figure out they have been robbed, afterwards they will walk around the area for ~30s. If they come into contact with your party, you will be questioned. If the person who stole the property is with you then they will figure out you stole the items.

If they either don't find you during the search or they encounter your party, but not the member who stole then your in the clear.

TLDR: you need to steal and escape while the NPC searches. Once the NPC resets from the search you should be good.

When you rob someone, you need to get out of the area. They will notice that their belongings were tampered with and look for the culprit. If you are in the area, you are a suspect. Sometimes, you can talk your way out of it. Sometimes, they catch you red handed. If you leave the area for a while, they will reset.

Learn how the game works before freaking it. Once you steal something, the NPC notices and starts looking for the thief. If you're nearby, he'll find you. You need to escape undetected and get away from him while he looks around the area for the culprit. Other RPGs do the exact same thing. It's just a way of curbing player abuse of the pickpocket system. It's still very easy to game despite that, just has extra steps that can cause failure if you get spotted during your escape.

no. you can cast invisibility, steal, and be immediately caught. you can steal something off a table, when no one is looking, and be caught anyway. you can get a 30 sleight of hand, out of sight, invisible, in magical darkness, and they will still know it was you.

and, NPCs even know who you are while you're under disguise self because I just had someone recognize me despite my magical disguise, impossible as i've never used that disguise before.

So no, its not realistic, its a broken system and its been like this since EA. You just have to learn how to exploit it to get it to work properly.

As for me, I happen to have knowledge that every single trader will be dead eventually, so, I have no need to talk to anyone more than once, so what do I care if they out me as a thief, half the time getting sent to prison is actually a meta strategy for getting into other parts of the game without the hassle. Just earlier today I had to sneak -in- to prison, i should have just committed a crime.
