If it currently works how it looks like;
1. That means a Fighter can use a level 9 Wizard scroll (once DLCs/expansions are release to increase the cap) without any special talent.
2. A Wizard can use a level 9 Cleric scroll.

They really need to restrict scrolls to your class only AND need to roll something if you try to use a scroll of your class of a higher level than what you can usually cast (just like real DnD 5e)
Every DnD game I've played recently (admittedly there hasn't been many!), set the Revivify as a non spell type / something anyone can use. I think that's the better solution.
You're going off of imaginary scenarios that don't exist. The level cap is 12, and Larian has already said there are currently no plans for DLC. Sure, that might change in the future, but then you're assuming 9th level spell scrolls will just be common enough to just 'use a couple' of.
Some times you need to use scrolls to progress (as misty step for mages, since they cant jump very far) and high level scrolls arent so easily found, im in the end of chapter 2 and i dropped something around 3 or 4 scrolls lv 5 and 6, and i will probably save it to learn with the mage, no plans to use it with the rogue, unless it is an emergency.
Btw, offensive spells still need rolls of the original ability (wizz skills = int, locks = cha and so on)
Hey, no real problem, I'm just self limiting this anyway but it's an awful design choice.
Apart from that, this game is a masterpiece.
Seems they are using the mechanic they had in Divinity, you could cast any scroll on any character as long as you had the action points for it.
