Dark Urge Torture scene isn't available

This is the second Dark Urge I've made. I've not even left the beginning area on any character yet, I just can't stop making others. This one is a Drow character instead of the base Dragonborn, because you get special treatment in the goblin camp due to being Drow.

However, I remember distinctly that the Dark Urge scene with the torturers started perhaps even from dialogue, but now when I speak to them, they hand over the torture to me with no fuss, I talk to Liam, and my only options or to let him go or simply ask him where the grove is - which he happily divulges after only a small threat.

I want to actually do all the Dark Urge scenes I can. My other character is kinda fighting it, but this one is supposed to be indulging fully, yet I can't even get the option.

You probably finished the game by now, but I'll offer you a solution if anyone else stumbles on this thread.
The torturer will instantly hand over his work over to you if you were a Drow. I ran into this issue as well, but thankfully I used an illusion spell to change my race to something other than a Drow. That will enable the Dark Urge option.
