It's still not an ideal solution. It's kinda weird to simply walk in there and kill everyone, feels like a step's missing.

How to trigger a fireworks factory "accident":
- A hidden lever behind the crates in the basement leads to a cache of runepowder barrels
- Scatter the barrels and firework crates to chain together all the explosives in the building. Keep in mind that display cases are not flammable, only the full firework crates
- You can open the doors on each floor to create a clean line of sight to the roof of the building across the road, which is accessible via a balcony or mobility spells
- Now just launch a firework through the open crane bay or lower floor doors to commence the "accident" show! There should be no survivors if every armored guard has at least 2 explosives next to them (due to high health)
I don't think there's a peaceful solution, but the hinted approach doesn't involve combat or get you arrested by the city guard.
After you obtain the passphrase for shopping on the second floor, all you need to do is sneak behind the lone guard at the staircase. Everyone on the top floor is stationary with gaps in vision where you need to place the explosives to finish the chain reaction, so you can either summon a mage hand on those areas or do some stealthy jumping and drop them directly from your inventory. You don't need to sneak when setting up the public floors.

Tomboldt the Pallid, the guard on the second floor, and the two guards on the main floor each need 2 explosives beside them to ensure a clean sweep on Tactician difficulty. Everyone else just needs to be caught in the chain reaction.
That note is one of a couple routes to discovering the Iron Throne and getting a quest to go there. You can also learn about it through the Steel Watcher factory, Wave Queen temple, Society of Brilliance (depending on Act 1 choices), or Mizora bargain (depending on Wyll quest progress), so it's optional to read it.
but you can cast fireball from the building across the way from the fireworks location and cause a massive explosion that kills at least half of the forces in that building.
And doing so from the top of the other building doesn't trigger guards...
Is there a way to avoid that so I am not marked?
The main issue is surviving witnesses. You may get tagged for vandalism if you shoot a firework from the rooftop into the main floor, but it shouldn't be counted as murder. If you can link together all 3 floors and explode it from the top you shouldn't be spotted at all, but it's best to have your party somewhere else on the map so they're not in the search radius to begin with.
