To be fair, in D&D2E and 3E, on pnp people did prebuff a lot. BG didn't invent that, there were already a lot of stuff you could to abuse the system. There is a reason spells got nerfed hard.
Also TT is prob least combat orientated and tactical of all iterations of DND imho as having any kind of complex combat(without a computer doing heavy lifting for you) is often detriment to group of people who want to ROLE PLAY above anything else, whereas if they're into tactical combat...they'd just stick with BG, etc games.
