Correct - but Larian wants to keep a low AC game. This is also why a shield negates Unarmored Defense, when it's actually allowed RAW in 5e.
(Disclaimer: Not sure if they let barbarians do it because Shield + Versatile Weapon barbarians are actually very viable in 5e and they MIGHT have allowed it, specifically, but I got Shield Proficiency on Monk through multiclassing and tested it, and my AC went down since I had a +3 Wis modifier, versus +2 from the shield.)
