Often times, only some characters get yanked into combat, based on factors like stealth and positioning. In what I played of Early Access, this was basically beneficial - battle is paused but they're not, so you can sneak around with them, get them into an advantageous position, and open fire!
It appears it's been changed to rob people of an action the turn they enter combat, unless you can get that first attack off 100% undetected. (Do this with mages like Gale, btw: just get them into the fight by sniping with a spell or cantrip instead of running right in) Probably to represent being late to the fight and not jumping right in from the start, and thus being able to do less.
It's a little annoying, sure, but you can mostly get around it by keeping your team closer together. Some things can slow the NPCs following you down (such as if they're sneaking when you're not, or if they needed to jump and you ran on ahead, or something.) Occasionally stopping to wait a moment will largely remedy this.
Thanks
That's why the subclass for rogue "assassin" has a passive trait where they regain all their points the first round into combat...
