Even with the performance check failing, they'll still cluster around and shout encouragement until you stop :)
It almost seems time related. Like you have to long rest and come back or go to a new crowd?
Not sure....
People that have listened once won't do so again until a long rest.

Works in Emerald Grove and even in your own Camp, the NPCs or currently not recruited companions just have to be near enough to hear you. Seems to be a bit buggy for me and does not always work, but if you are near a Bard NPC, you will perform together. Anyway, should work at any place with non-hostile NPCs.
No idea how high or low the passive check is, but chance seems to be low with a +2 bonus, a bit more than 50/50 with something between +4 and +5 and close to failproof with added advantage. At least in Act 1.
Been collecting Coins in both Act I and II
Unfortunastely, they "fixed" this in later patches. It's a shame, this is behavior I wish they had left in the mod. The various folks in your party listening to her play with rapt attention, sometimes even dropping coins near her. (Curiously, somehow they can do this, even though Tav has all the party gold!)
