They paraphrasingly said someting along the lines of "We want to make sure that you don't fall off level wise just because you found a smarter way than violence to solve the problem." They made a point to make a point of giving EXP for nonviolent confrontations. May not be as much, but should be in the ballpark.
i checked my xp bar before and after at least two separate incidents and got nada,, nill, zilch xp for passing the speech check and sending the bad guys packing.
might be that SOME reward xp but definitely not all of them.
