These items are also fairly missable so there are a lot of people realising this way later and cannot or don't want to reload earlier saves.
It's not a personal quest and it doesn't affect outcomes of Laezel's and prince Orpheus's story lines it merely adds some more dialogue flavour.
While I'm sure you're right as to it's relevance (I've yet to reach that point the story) it is still labelled and found under the quest tab "personal quests", hence why I mentioned it.
Edit the spawn crossbow and change the local item ={ } to have that above uuid in between the {} delete the one there. Open a party members inventory, and run it. You'll get item. Read it and then talk to Laezel. Progressed quest for me 5 hours after I had left that kid escape.
Did you download the newest table? Worked for me as of yesterday. Although I ran into this once, I had to close both CE and BG, open CE table, open BG, load save, open BG in CE then it allowed me to run it, but only happened once before. Most times it just works.
