They are not loaded. I am experiencing quite the opposite. I am blasting my foes left and right while they keep missing. I feel like a god among mortals in many fights. Been doing just fine on rolls in conversations too. Almost always having 2-4 inspirations as backup.
You are just seeing a result you do not like and drawing a false conclusion. This is why many companies make "random" not truly random, people will see a pattern that does not exist and complain.
Exactly why Karmic dice are a thing, it's for people like you.
Your experience is every bit as subjective as mine, so in the end I can only rely on what I've seen in this game. I let the game run for damn near half hour to see how long it would take for 'Rotting Flesh' condition to clear on its own. This is just one example where the game forces situations on you to fit the intended gameplay in an area (swamp, in this case). I'm winning fights almost entirely due to prepping and gaming the combat system... barely on rolls, whereas the AI is getting insane rolls consistently to guarantee its scripted strategy.
I disabled karmic dice (and won't be turning it back on) but everything I'm seeing screams dice manipulation in this game.
yeah no dude, you need datasets in the millions to see if a program is rolling just a 6 sided dice true random. . . .much more for a 20 sided one.

This seems to be the case.
Karmic dice is off in my game, I was trying to pickpocket and kept getting critical failures over and over. The same outcome no matter what I did.
Eventually stopped and why bother pickpocketing anymore.
If I get caught, I have to save scum over and over so I know who can't be stolen.
If I get caught, paying is more expensive than what i'm stealing.
If I get caught, I have to fight my way out and might as well just start the fights head on.
