As a disclaimer to others, CheatEngine triggered my antivirus like crazy. I had to incorporate a few extra steps to install it using Lazarus to prevent it from triggering the AV and without disabling the AV either.
Good stuff!
I downloaded cheatengine from your link but i cant get your method to work as the directories are different. Under Misc. there is no setflag toggle to edit. It looks like it's a separate directory now but i couldn't make it work when looking at the separate directory.
I've made a video on how to do it, and I also uploaded my CheatEngine file so you can use:
Video:

File:

I couldn't show the cheat working cause I dont have a save file from back then to reproduce it, but I showed how to do in the video with the file I've sent.
Is it not possible to use Cheat Engine to Spawn Orin, flag her according to the companion she abducted, and then make her an NPC? I'd do it myself, but I have no clue what input is needed for the Spawn Unit script to work for Orin.
I wasn't able to find a solution; a cursory search revealed that others are still experiencing issues related to the third netherstone/Orin encounter in spite of hotfix 4's redeployment. The only option, aside from waiting for hotfix 5: follow Tiago's guide, skipping the quest and losing a companion.
Additionally, that this solution is /required/ for a core quest. Not a side-quest, but a quest essential to the completion of the main story. This isn't acceptable and has put me off the prospect of another playthrough. At this rate, I might pick it up a month later, perhaps after Starfield.
It's a deeper issue. Act 3 of this game is an incredible mess tbh. I really enjoy the game, and I think Larian does a good job at being transparent, but...what happened? Such a lengthy development time and early access period. Maybe play testing only the first third of the game wasn't a great idea.
