If you have 16GB, and a SSD, it will greatly minimize this issue as windows can page to and from the SSD quickly, and the game can load textures quickly.
Same counts for AMD FSR.
I have 32GB of system RAM, and it happens, so... don't exactly believe its limited to 16GB
i havent tried much on vulcan as i get some weird artefacting during dialoq on it, but for me the game over doubles the memory use over time
that's plain old memory leak.
I'm on RTX 4080, Ryzen 9 5900x, 32GB Ram.
While you're not wrong, the game doesn't seem to be getting rid of cached things when they're no longer needed. In that way, it is a memory leak.
I'm part of the 32gb of ram club too and after an hour or two the game stutters fiercely.
I only have 16gb of ram, but do have a NVME M2 SSD. And have no stuttering at all.

I'll try restarting the game every few hrs. Lot more saves.
