It unfortunately doesn't work.
Your reply is appreciated, but unhelpful. Regardless of any setting, screen panning only works unless you "unlock" the screen first using WASD. This is because (I think) screen panning conflicts with the center on player/follow cam.
As someone who likes to be mouse-only, it's kinda of annoying.
Tried every single variation, still need to WASD first, and it resets at every dialogue or change of scene, so it is really annoying.
