No. Best you can do is turn off all the auto-add to hot bar options, manual placement, and lock the hot bar.
Even then, the game will still load some things to the hot bar on its own, and will swap things in and out when you change gear.
No problem. I have to 'fix' my hot bar only rarely, and only for a few things.
Unfortunately, if you respec with Withers, will have to do it all again. :(
No. What you do is this:
1. Unlock and clear everything from your tool bar, make it blank
2. Invent a system for stacking items that suits you for each companion
3. Press 'k' to open the ability/spell selector for your companion
4. Drag your spells and abilities to the positions you want
5. Repeat with inventory for potions etc
6. Re-lock the tool bar
This is a one-off task, it takes a while but once it's done it's done and will save you a ton of time and aggro for the rest of the game.
When you level up or equip new gear you will get new spells and abilities. They will get added to your tool bars but almost certainly not were you want them. So you need to reposition them, however this is not difficult and having done the main job you will be so used to the system it's basically a snap, you can do it in 30s per companion tops.
Remember to keep the tool bar locked so that new additions never interfere with your custom set up, they will always get stuck on the end of the first row that has space.
