Does Actor feat need Proficiency?

Question as the title. The Actor feat says it gives you double your proficiency bonus for deception and performance checks. Do you need to have Proficiency in those skills or do you basically get Expertise for free? I ask because if the latter I can use the feat instead of taking proficiency in them for my bard.

In case someone is still looking for this answer: no you don't need the proficiency, that feat basically gives the equivalent of both proficiency and expertise in those 2 skills :)
