Edit: actually, evocation wizard is quite fun too :)
The wizard class who is designed around utility or the guy who soul his souls for a 1d10 cantrip.
Wizard naturaly.
Storywise both are crap.
gale however eats magic items. For me that is a non-starter, its a ton of lost income from selling the junk off. Long term, late game, he is probably better, but by then you have your strategy and synergy rolling regardless, its early game that can be tougher if your main character can't carry the early team.
I would honestly just swap them out as wyll gets weaker over time and gale stronger, but again, since I can't stand gale's gimmick, I would get the wizard off the zombie instead.
In general though you are right, warlock is a lot stronger early game, not for any spell reason but because they get their spells back at a short rest and can filler spam EB. Once you get enough spell slots that you can last through 2-3 encounters without needing a long rest other casters catch up
