This is quite insane. While I agree that consequences for the actions should be there, it is rather a bummer that you discover this after 10 hours of gameplay, especially when you can't turn in a quest after killing the whole goblin camp.
I tried killing my character, the debuff disappears, then reappears. I tried to let them kill my character and then resurrect her, but they still attack me after. After the camp event, the debuff is still there but at least they didn't attack me in the camp. I am worried this could affect my playthrough going forward (like, what if other towns will auto-attack me because of it?).
Has anyone reported this to Larian? Is this even a bug or intended? I am pretty sure that Enemy of Justice re-appearing is not intentional regardless.
edit: nvm, it removes the debuff but people are still upset about it.
I've heard that once you progress to act 2 it should actually go away. Short of that, the only thing I can recommend is reloading your save to where you can kill the witness before they tell everyone about your crimes.
It is still a weird thing tbh, I don't know Larian intended to do this or not.
This is only a guess as to the cause of the persistent "enemy of justice" effect. No other goblins in the camp have the witness tag. If anyone can confirm this that would be great.
