Just figured this out. Me and the boys committed some crimes in front of the paralyzed tiefling in the house north of the Emerald Grove. An event triggers in the town after you kill the last goblin boss, and your crime is discovered. Look around there for anyone who has the witness tag, it will appear below their health bar when you mouse over them. She had the witness tag for probably ten hours before we ran into this problem. Good luck gamer.

This is quite insane. While I agree that consequences for the actions should be there, it is rather a bummer that you discover this after 10 hours of gameplay, especially when you can't turn in a quest after killing the whole goblin camp.

I tried killing my character, the debuff disappears, then reappears. I tried to let them kill my character and then resurrect her, but they still attack me after. After the camp event, the debuff is still there but at least they didn't attack me in the camp. I am worried this could affect my playthrough going forward (like, what if other towns will auto-attack me because of it?).

Has anyone reported this to Larian? Is this even a bug or intended? I am pretty sure that Enemy of Justice re-appearing is not intentional regardless.

just fyi, if the character who is your witness leaves the game for story reasons, you can kill yourself to remove the debuff. an ally duegar during a fight in the underdark counted as the witness then left the zone and i was able to remove it.
edit: nvm, it removes the debuff but people are still upset about it.

I've heard that once you progress to act 2 it should actually go away. Short of that, the only thing I can recommend is reloading your save to where you can kill the witness before they tell everyone about your crimes.

Yep it was Pandirna in Emerald Groove , She witnessed me killed the guard lol, and when I kill all of the goblin leader she is gone forever. I cant find her anywhere. So i reloaded my save to kill her and then kill all goblin leaders, Boom! problem solved!

It is still a weird thing tbh, I don't know Larian intended to do this or not.

I might have an explanation for the persistent "enemy of justice" debuff in the goblin camp. This is only a theory; however, I believe that the two goblins guarding the gate to the spiders become witnesses whenever they see another goblin being killed (even if they are already engaged in combat. Killing them myself removed their witness status but, I believe, if the spiders turn on them and manage to kill one of the goblin witnesses, the effect is not removed. The dead body might remain a witness because a third party dispatched it.

This is only a guess as to the cause of the persistent "enemy of justice" effect. No other goblins in the camp have the witness tag. If anyone can confirm this that would be great.
