Does difficulty change drops or did I just miss it? where did you find them?
If dex (eg. rogue) is your main stat I wouldn't use them.
If you are basically any other class you can use dex as your dump stat ( start it at -8 ) and gain some "free" amor/ranged power.
Same things goes for the warped intelect band.
They set your score at a fixed value - meaning it could potentially lower your score so they are not worth using if it's your main stat and you could exceed it at that point in the game.
it is so not op, it is a crappy version of the good magic items from 3.5 and pathfinder. this kinda weak gear variety is a major issue with bounded accuracy, better systems (pathfinder, of course) gives you increasingly better bonuses which can let a dm give out more treasure at various levels.
heck everone can make great use of them w/ the right none/light/medium armor build.
