I'm pretty sure there's a feat you can take that boosts your initiative (there is in PnP), but it's generally considered a waste of time.
Initiative is also only really relevant for the first turn. After that, it doens't really matter.
Also, being last as a cleric isn't a bad thing, because it allows you to get healing ASAP.
But yes. Since you shoot your leg by dumping dex, enjoy being always likely to do the last move 👍🏾
I've been playing with 3 other friends in a multiplayer game and yes I can say my entire group thought it was very odd what was going on so I bet it is a bug. Tempest domain was not in the game before the the release so maybe its bugged.
Dex is like the one Stat that I dont let any of my characters do below 10 for. Its too important.
But there is a way to get around this, kinda of. Your low Dex character, dont initiate combat with them, or start any conversations with them as some conversations will initiate combat if stuff pops off.
Have your low dex character somewhere far away, and most likely in stealth, so when combat does start, when its your characters turn in combat, select your low dex character, youll notice they are not in combat, and can freely move while everyone else is in combat. Have your low dex character sneak around avoiding sight cones and get up nice-n-close to a enemy who is in combat and attack them for a sneak attack. You'll then be in combat,a dn gotten the first hit right before combat even really began.
I do this with all three of my character so my whole team get the first few hits in, and since they are sneak attacks, they get advantage so some of them just straight up die from the first attack. softening up their numbers before the battle even begins.
heck Astarion who has 17 dex cant even get higher than enemies... thats massively concerning
