Seems fine to me.
So I did end up breaking the barrel and jumping to the second floor (I never moved any crates).
Didn't look up any guide but I did spend more than 2 minutes on it.
Speed is the key here and that should be glaringly obvious.
Also, you can enter turn based mode to be more precise. (I do hope everybody has figured out to degroup and only move in with ONE char.)
Of course you are gonna have a problem if you stop halfway through to browse the underwear drawers in the other rooms.
(even though there is a pretty cool maul hidden in that building, that is nice to use on Eagle Barbarians)
you can "stop time" you know?
saving the Councillor is straight forward, just bust open the doors and walk up the stairs to the plank to let her out, saving the dude in the other room is easier when you know what to do. go in to the building to the left of the main entrance, up the stairs, pass the dead woman on the ground and break those planks and save him
