how to get hirelings?

I get the withers in camp now, but all he offers is class-respec?
Is there other event I must complete so he will offer hirelings?

You need to talk to him about sorting stuff or something to unlock the option to get hirelings.

I talked to him, and exhausted all options.

Then he appears in camp, and there are only two options: class re-spec, or leave conversation..

Have you talked to him during full rest in camp?

IIRC you have to talk to him after he joins the camp during long rest. That's what I did and now hirelings are available

^This. Had me wondering as well until I got 3 since I got him at level 2.
