I would check for that first.
The other possibility is if you have the game on an HD instead of a SSD you end up with low res textures being loaded until the texture streaming is able to catch up and load the higher res textures.
I don't know why the game doesn't register TAA into memory unlike the rest of the graphics settings.
Initially the game looked like ♥♥♥♥ for me without DLSS or antialiasing, and very blurry with either of them (playing at 1080p). The solution I was given was to enable DSR cores, upscale to 2880x1620 and then use DLSS. This worked great for me.
I don't think the op has the same issue, but I think you do.
edit: just launched again, this time I got an error message having to do with the vulcan launcher option. I'm launching in Dx11, maybe there is just a vulcan issue in my case?
Yes it was. I've now completed the game with the new graphics card and the issue never occurred again so *shrug*
