tough feat, do you had to take it early to get most of it or it's useless?

I'm not sure tough feat worth it or not, do you take tough feat later and it's make up hit point ? or not? I assumed high level like over 20 to 40 level, this might be useful, but since it's limited to 12 level. I'm not sure if it worth it. It's was worth it to take early in baldur's gate 1 and 2 since player do all the way higher level.

Ok, I'm not sure it's worth it, I think. because you build up stats from feats as well, too many choice, I don't think this worth it,
