Level 7 Necromancer get's to summon 2 at a time. Your Zombie's can also create more Zombie's if they help you kill something. Other than that Oathbreaker, Cleric, and Spore druid also get Animate Dead. Cleric can cast Aid to buff their HP, Oathbreaker buffs nearby undead at level 7, and Necromancer buffs his summons at level 7.

So the best you get with this party is 5 Zombie's + 5 Lesser Zombies, 1 Control Undead, 1 Spore Druid Fungus Spawn with +dmg +hp and +aid max hp

CRPGs based on D&D have a rich history of disappointing boner wizardry because in the tabletop setting a player necro has a GM to think of ways of mitigating their attempts to turn the entire campaign into The Bone Zone, which they absolutely can do if given the opportunity.

So, games based on the ruleset always fail to deliver. Except for Pathfinder: Wrath of the Righteous. That game goes *hard* on giving players the deluxe lichdom experience.
