Even though the description says "their next turn", if the character who receives onus of battle had already taken their turn, then the effect is wasted, because the Onus of Battle buff will disappear when their next turn starts.
In other words, your fighter needs to roll higher or equal initiative to the person you want to give commander's strike to, otherwise the ability seems to be useless. I'm not sure if there's a way to delay your turn.
Ahhh Ok, well thank you for experimenting, at least now the ability can be used, even if it's not working as it's intended.
I will probably just respec and remove it though, since the people I want to give extra attacks to are rarely lower in turn order. A shame.
