I had to delete the cache files along with everything else. The cache files might work alone, but I did a reinstall before I found the cache so "oh well" I suppose.
Cache files are located under %LocalAppData%\Larian Studios\Launcher\Cache
Just type that in your file explorer bar (not the search bar, but the other one up top).
Delete everything in there. Try game start again. Should work now.
Save your save games before you do this. I have confirmed even though the error happened sometime after you've saved games and this hotfix, that the saved game will load without issues.
I'm not modded of course, so if you've used any mods since release, uninstall those or disable them before clearing the cache out to be sure it doesn't have a conflict.
With that uninstall, also just delete anything that's associated. With a fresh install it'll remake any folders that were necessary.
Vortex has a "purge mods" button too. It's one way to completely remove them from anything game associated. I was modded in EA, so purging fixed that, but the game just constantly was looking for something that wasn't there anyways (post hotfix). Like I said, yesterday, game ran fine no issues.
It's a case of shruggy shoulders I guess.
Go to :
AppData\Local\Larian Studios\Baldur's Gate 3\PlayerProfiles
And delete everything in there. It did the trick for me.
