What should happen is looting innocent civilians and guard corpses should be illegal.
What actually happens is anyone who was neutral at any time is illegal to touch.
Barcus and his gang attacked me, and as I'm searching him for a head as a favor to the city watch, civilians got antsy and stopped my attempts.
You get attacked by stranges? Nobody cares, loot them to your liking.
You get attacked by a known person? Looting is clearly an offense, you have no right for their belongings.
What's worse, they often don't even have to see you specifically.
I looted a named corpse in act 3, the guard could see the corps but not me. They approached me, I talked my way ot ouf it. The guard turned away, I sneaked again and started looting. The guard instantly came back "there has been a theft reported, give everything back or pay 4333g" - I mean...
And let's not get me started on Act 2, in which Zevlor followed me around and there are 3-4 named enemies down there. Taking their stuff or looting their corpeses is an offense and Zevlor will act as a guard....
It's not the problem that people don't see it's a crime, the problem that some of them ARE.
It makes sense that killing and looting guards is illegal, but (seemingly) random npcs which try to kill you or others? Those shouldn't be illegal.
It also shouldn't be illegal to fight, loot and steal from enemies in their base, with a friendly and freed captive acting as a guard trying to imprison/fight you.
