Can't use actions

Using a controller, bottom right of the screen says "Actions RB" but pressing right bumper does nothing. What am I doing wrong?

Right trigger opens a radial menu, then the top option is Character Sheet, which contains the inventory

Update: I deleted \AppData\Local\Larian Studios\ and now it works

oh my god thank you so much, ive been searching all over to fix my issue in multiplayer where the rb buttons dont work.
just delete the appdata thing and it fix it, i can finally play the game in local coop

An easier solution you could try is changing the controller settings in steam to a different controller. Go to Steam, Settings, Controller, and then change "Enable Steam Input for.." to a different controller. I changed it from Xbox to Playstation, and it worked for me. Hopefully this helps anyone else having this issue
