Now, in order to not become a meme. I had to right click, select off-hand, and then select a primary weapon and then a secondary weapon from the weapon popup menu. What threw me off was the UI made it seem like I was selecting a weapon for my off hand only.
It's a rather big disappointment.
5e really has some poor design.
You know it's a dumb decision when:
Scimitar is 1.35 lbs and is Light, perfect to use with a Dagger.
Rapier is 0.9 lbs and is not Light.
If you want a rapier as your main hand weapon and to still dual wield, you need a feat which removes the light weapon restriction.
Rapier is not a light weapon in the 5E ruleset.
Like it or not, Larian just followed the game rules.
There still isn't a way in 5e to dual wield heavy weapons like you could in older DnD editions which is sad, but hope this helps.
You cannot equip off-hand with light weapons unless you have DUELIST feat. Only Finesse weapons can do it (such as Scimitar + Dagger and Short Sword + Dagger iirc). Some weapon also stated Main Hand Only meaning no Off-hand slot available
However you still can use shields with one hand large weapons, like longswords or hammers.
If you want to equip an off-hand dagger, you need to be wielding either a dagger, as shortsword or a finnesse weapon that isn't a rapier.
