Você tem algumas formas de fazer isso. Uma delas é iniciar um jogo novo, usar um jogo existente ou usando o multiplayer LAN. Em todas as formas você vai precisar usar controles, mouse e teclado não funionam.
Caso escolha iniciar um jogo novo, quando chegar no momento de fazer seu personagem o segundo jogador precisa apertar o Start e pronto, a tela divide e ambos podem criar seus personagens.
Se for usar o Multiplayer LAN, basta criar uma sala nova e o segundo jogador apertar o Start, pronto só iniciar o jogo.
Agora se for usar um jogo já existente, de load no jogo que deseja, vá para a campamente e faça um "Long Rest", logo após o segundo jogador deve apertar o Start e vai dividir a tela e ele deve criar o personagem, assim que terminar de criar o pernosagem ele vai subir para o mesmo lvl. O jogo te força fazer o long rest.
