Report a translation problem
1) Make sure your controller drivers are updated. For Xbox controllers, especially elites, that means downloading the Xbox hardware companion app - which pushes updated drivers directly to the device that are much more complete than the default windows drivers. I don't know the process for Sony or others, but I imagine they have some similar companion software.
2) Make sure the correct controller is enabled through steam settings. I've got a pretty decent tutorial (https://www.epicgames.com/help/en-US/rocket-league-c5719357623323/troubleshooting-c7261971242139/steam-controller-configuration-for-rocket-league-a5720080467483) that is for Playstation controllers in Rocket League, but you can easily follow them for any controller or game you mean to set up.
3) Try launching the game through Big Picture mode. It's a weird hitch, but sometimes this seems to force your already applied settings to take hold.
