Because if you take the stat increasing option at level 4/ 8/ 12 you get two points, allowing you to even out both stats at once.
There are a handful of feats you can take instead that aren't top notch on their own, but provide a free +1 in a stat as well (offering a compromise/ other way to even out stats).
It's about every four levels actually. At 4, 8, 12, 16, 19. So given the level cap you only get to at most two ASIs in the game. Or you could pick feats instead.
Also you could totally start the game with two attributes in odd numbers. Make sure to pick those same one at level 4 as an ASI. Since you get to freely pick which attributes gets the racial bonus ofb+1 & +2, starting with CON 15, prime attribute 17 is a solid choice.
Stats, not asi levels, just flat stats after character creation. Just aiming for even numbers is the goal since yes, you only get a few ASI's.
In BG3 = no.
This restriction isn't applied in the game.
