Only reason I can imagine is that you´re too stupid to install mods without workshop. But in that case, you shouldn´t be allowed to use mods anyway, peasant.

I would like to see a more generous refund window for some games though. There have been a few games I've played that had the first hour being taken up by forced cutscenes and tutorial gameplay that doesn't really give a clear picture of the actual gameplay.
I'd also like to see Steam allowing players to refund if serious game breaking bugs exist in a game, regardless of playtime. Think Cyberpunk levels of broken.
You are being hypocritical. If you do not know if you will like this game then randomise your character and find out FIRST, before you actually spend time making your character.
YOU are the one who doesn't know whether you will enjoy the game or not. YOU are the one who tried to claim that this game was fraudulent by having a good character creator. YOU are the one who needs to find out if you like this game before the 2 hour window finishes and you're no longer able to refund.
These are all YOUR issues that YOU need to deal with. Larian is not responsible for your inability to skip the character creation process to find out if you like the game or not. That is YOUR problem.
Either skip character creation and play for 2 hours, or don't complain. This is your decision and you making the wrong one doesn't mean Larian is frauding you. You've made the decision to spend most of the refund window in character creation. That's on you,
As for your "rights as a customer," if you're not in the EU, you have no such rights. Steam doesn't have to give you a refund. In fact, if you "abuse" the feature by constantly refunding games, I can confirm from personal experience that Steam will strip the privilege from you.
