Fast downloading but now stuck at 99% for 10min+

It's probably still installing. Your internet connection is likely a lot faster than your hard drive.

I had to pause the install, hit restart. Then it failed...twice upon retrying. And THEN it finally finished. I haven't launched the game yet, but that finally let it install the rest of the way. I think it has something to do with the DLC update.

Same thing happened to me. Stalled out at 97.41 GB / 100 GB.
