How often can you be shifted as an animal when playing Druid?
Could I go around Baldur's Gate (the city) casually being transformed, still able to talk to people and whatnot? Is there a cooldown to it, a time limit? I'm basically wondering if I'm able to just freely explore or move around as whatever creatures I'm able to transform into, or if its purely a combat thing.

Two times per short rests.

In total, 6 times per day.

Some encounters will allow you to interact in your original form without expanding a Wild Shape use to go back to your previous form. But my experience in early access was a bit irregular in that regard.
I will definitely not miss "questions" like this 😂

In 5e I believe it's for 1 hour (though I could be mis-remembering and it's 2 hours) however it's fairly likely it'll be changed in baldurs gate

Worst comes to worst I guess people could just mod it so that its indefinite. I just hope I can still talk to people in beast form and whatnot, still interact somewhat regularly. For the character I have in mind it really would help the roleplaying side of things (she's a druid from a campaign of mine that hates her human form so she did some dark magic stuff to have near-full uptime on her beast forms)

In D&D almost all forms cannot speak, unless the person speaking with you can speak to animals, or if they understand some of the very specific languages of certain forms.

And this should be the answer to your question.
You can stay shapeshifted for a number of hours equal to your Charisma modifier (minimum of one). You can revert to your normal form earlier by using a bonus action on your turn. You automatically revert if you fall unconscious, drop to 0 hit points, or die.

In BG3, all Wild Shape transformations lasts for as long as you do not take a long rest.

It is not a time constraint.

Overall, you can liberally sleep. So, you should not feel it too much, that limitation

I'm hoping it still recovers on a short rest. I'm surprised their extending it to a long rest, and not a short rest.

One of the nice things was that if you needed to talk to NPCs but were an animal the game would give you a break and allow you to shift back into normal form for the conversation and then switch you back into animal form for free.

eh... little broken lore wise, but saves a huge frustration game wise. As you talk to npc's in this game a lot more then you would in a real life tabletop session. Overall I think a good decision.
