Is Repelling Blast always on?
I was looking at repelling blast but I can see times when I wouldn't want to use it, do we have the option to turn it off?

Yeah. Select the warlock character, go to the 'passives' tab at the bottom. Should be a toggle to turn it on/off.

I can't seem to toggle it on or off. I wish it had an "ask" like the reactions.

This is confusing, do you mean controller? It's one of the options in your skill wheel.
