I'm not sure it is, there are refrences to some old Baldurs Gate items, found a Nymph cloak and boots of speed for example, but they are different to the old games. Doubt very much if the elven chain mail exists in the same form, 5e edition dosen't have spell check failures, and wearing armour (if you have training or proficency in the armour) never really impacts skill checks, apart from stealth. There are some class features that don't work when wearing armour, and they still wouldn't work even wearing the lightest armour around, as it is still armour.

There is one heavy armour that dosen't really act like heavy armour, you still get Dex bonus to AC, and no disadvantage on stealth for example but never found one called Elven Chain

Elven nah, drow yes. Full drow set looked like lin-kuei ninja, make sure take monk and way of four element to live up sub-zero/scorpion roleplay

Elven Chainmail is sold by Exxvikyap at the Rivington General (starting act 3)

I bought it from a Dragonborn vendor at the beginning of Act 2.

the wearer has proficiency in the armor while wearing it
wearer gains +2 Initiative and gains advantage on Dexterity checks while worn
maximum dexterity boost to ac is +2 while worn.
Wasn't that expensive. under 1k, maybe even under 800 gold with 16 charisma (My Bard wore it until i got the Helldusk armor from House of Hope)
