Europe - When can we start downloading?

Well it says it in the title. I don't think the game releases separately in every timezone at 00:00 on the 3rd of August so it will probably release at the same moment worldwide, which means a different time during the day of the 3rd of August depending on the timezone you are in. So, what is the time in CET or GMT+2 when Europe can start downloading the full version of the game?
I'm off work that day but as I know my luck, it will probably not available in the early morning, right?

I really wish on Steam "releasing on Day X" would mean that as soon as it is Day X in your timezone, you can download it. Alas, it never is that way.

Totally agree with you there and really weird they do it this way as Larian is a Belgian studio so it's 5 pm for them as well.

yes but it's a WoTC license and maybe they want it to release in the morning of their timezone.
Or it is simply because Steam is American and so it's only the 3rd of August on Steam when it is the 3rd of August in the US ;)

That's true, no EA game on steam to date has had preload

However here's the publishing director hyping up an upcoming answer to the question 'will be be preloading?' when he could have just ignored the tweet or said now.
