This. It's a feature of being a warlock. Everything is always at max power.
in exchange for their limited pool, they can refresh them easier and also have one of the best cantrips in the game to just be a blaster mage
For example:
Invisibility is a okay 2nd level Concentration spell. But it doesn't help the party much.
A Level 9 Warlock will automatically cast it at 5th level which hits all 4 members of the party. Now your team is an overpowered Scouting/Exploration party.
Hold Person is pretty good but you have much better Concentration spells.
A Level 9 Warlock automatically upcasts it at 5th level and now the enemy Commander and his Top 3 Generals are taken out of the fight.
- Utility spells like slow, telekinesis, silence for example, cannot be upcast.
- Evard's Black Tentacles, Hunger of Hadar - cannot be upcast
- Spells granted by Book of Ancient Secrets - nope
- Hex - sorry bout it.
- Read Armor of Agathis doesn't scale damage, not sure about temp HP
So it appears to me that only direct damage single target and AOE spells upcast. So if you are playing with a lot of utility, sorry bout it.
