Most likely there will be no pre-load for the reason mentioned above.
Basically in the Steam system the game is already released.
Dropped Frames.
This is a massive game, both in popularity and size (150g) and it will better with preload for everyone, including them.

For the vast majority of users, this wont make a difference, since downloading the game will be faster than unpacking the preloaded version.
For those that sadly do have ancient connections (due to area, bad ISP, etc) will still in most cases get the game down from 3-5 hours, the few that has really really bad intenet, might have to wait that one day, such is the life with ancient connections.
The important part is that they will get to play the game a month before expected and that it will be awesome, so it will be worth the wait for them.
It is a common mistake that people with avarage to high internet connections preload, instead of waiting and just downloading on release.
