str 8 or lower/Dex 16/Con14/Int16/Wis10/Char8 to start the game with.
This much DEX does nothing for you as a wizard, aside from some AC (which is really bad and can't be made much better with Mage Armor) and better initiative rolls. You're better off putting more points into WIS for the better perception/nature/survival checks.
AC, dex saves, and initiative make dexterity a huge stat for wizards. I don't follow this logic at all.
If you mean whats more important after u invested in your int, then:
wis makes u see traps and hidden stuff, so if you run in the front with ur mage (lul) you prob should take wis
but
if your wiz is the one you want to be able to talk with ppl, take char since you will have better success in conversations
