As someone who has played through early access a couple times i can confirm this. Your selected background will come with a couple of tags which will make you proficient in certain aspects, such as performance, religion, intimidation and way more. On top of that the race and even sub-race you choose will also provide exclusive dialogue options. Classes have the same function, if you were to play a cleric you can also select the deity you worship and get unique dialogue options for that.
