Just doesn't feel like a storm without Call Lightning does it?
Storm's extra lightning damage ability requires you to be within 10 feet of other enemies. Which is not exactly a good idea, because you don't have the extra defensive bonuses of either a Tempest or Draconic Bloodline.
Tempest's ability gives it a guaranteed max damage roll. Draconic gets to add it's Charisma modifier to the damage of it's chosen elemental spells.
Both do satisfy the fantasy of playing someone lightning based and I think it would help if you tell us what kind of playstyle you prefer.
But generally sorcerers are squishy with low HP and armor class, you'll probably be at the backline providing support/CC(Haste/Sleep) and AOE damage(Lightning Bolt/Storm Sphere/Chain Lightning). You also get counterspell which can neutralize enemy spellcasters. Out of combat, as a Charisma based character, you would most likely be great at the dialogue skills (Persuasion/Deception/Intimidation). You have metamagic which modifies your spells like increasing their range or duration, even giving you the option to target two creatures with one spell by twinning it. I can't speak for the subclass' actual features as it's very likely they'll be tweaked for a video game adaptation.
For tempest cleric, you are more durable than the sorcerer with access to heavy armor and shield and bigger HP, and with proficiency in martial weapons you'll be comfortable fighting in melee while providing healing/buffs and AOE damage. You eventually get the option to maximize the damage of your thunder and lightning spells once per rest, and infuse your melee weapons with additional lightning damage. As a wisdom based character you probably won't be handling most of the dialogue unless you invest in charisma.
