Withers isn't in my camp

He doesn't always show up as it depends on the choice you picked when he asked what a life was worth.

I went back to an earlier save and tried again and he's in the camp. Looks as if I did give him the wrong answer before

He should still turn up even if you give the wrong answer but not sure how long it takes for him to arrive.

He will always be in you camp at release, as a key npc for various tasks.
You may have encounter a bug.

Wouldn't mind it too much like Hub said most likely one of the many bugs in this version. I did 3 playthroughs in a row the last few days and oh boy i encountered unique bugs in every playthrough so far. For example missing hit chance overlays, invisible, half invisible models, attacks who goes into nothing and lasting ones like after rescuing Halsin i didn't needed rations anymore in the camp for full rest (game most likely froze the camp festival state where you could just sleep without the popup).

The weird buffoon who gets caught by goblins did not turn up in mine, although I have a quest objective relating to it. lol.

I've the same issue. Withers is nowhere in my camp but he's still around the crypt. I've to resurrect a member of my party (scroll doesn't work, a bug says that the target is blocked) and can't do that. Very frustrating.
