Hiding seems to be a full action again, yes.
BG3s mechanics are "worse" because - just tried it out some days ago - you can group stealth, one of your guys attack the enemy, the combat starts just for him. The other party members stay outside of combat and can attack too and get involved OR - and that's the worse part - can move freely around as long as they don't cross the enemy view lines and i.e. placing exploding barrels or do other stuff or get in a better position for AOE spells, whatever.
In an earlier version you could also shoot enemies with a bow multiple times in row from far away and kill them out of combat- don't know if that's still possible.
