In baldur's gate the level cap was always kinda low (it got massively increase with the rel;ease of Throne of Bhaal expansion pack). So don't worry, it will work out, it's not another grinder-like game, that's why level cap is low.
I'm not worried about it too much as I'm sure there'll be other ways to define characters, Early Access was already a good deal more itemized than 'normal' D&D tends to feel without going overboard on it

I would assume that the ways the player chooses to deal with the Illithid (as well as other story beats, possibly) will likely provide some abilities and diversity beyond what leveling up provides, 5e is somewhat sparse on choices anyway.
Well, to reach lvl 12 (lvl cap of the game) you need 100 000 experience points, in EA you could reach lvl 4 (2 700 xp) and now it's 5 (6 500), even if you will got more exp per quests/monsters/explorations, we only actually have 6.5% of all the total exprience required to attain the level cap, and Larian may tweak exp curve of the 1.0 act 1, I wouldn't worry about the leveling.
Edit : And Act1 in Early acces is 25-35 hours of gameplay
You stopped unlocking new spells around 16 anyway that and was just 2 additional skills for each school.
And you already had to wait for every 4th level for a new tier of spells.
So fewer levels spaced out over a longer time but with rewards on every level, seems good to me.
besides in E5 you're basically a Demigod when you reach lvl 18-20 which from a gameplay perspective might not be too interesting.
If you're looking to become a demi-god and fool around, I recommend Pathfinder games
