Thing is that a lot of the spells you're describing take several levels in wizard/sorcerer to obtain, so you really can't afford to multiclass more than one or two levels.
Alternatively, you could spend two feats getting it (light armor, then medium), or create a Warlock instead (which starts with light armor proficiency) and use one feat to get medium.
I'd say the most efficient method is probably to just play a race that starts with medium armor proficiency, like Dwarf.
Don't forget to take the Shield Master feat.
Doesn't progress in spellcasting nearly fast enough to get some of the spells OP wants, if I were to name one criticism.
I'd probably suggest just forgoing the wall of ice spell specifically and otherwise getting everything you've mentioned through a cleric. You can be in medium/heavy armor with a shield, and will have a wide array of defensive and disabling magic available to you, no multiclassing required. Just not specifically a wall of ice.

Hm, honestly it sounds to me like a level of fighter then the rest wizard or sorcerer would still work pretty well.
Yeah, could do, though it depends on how particular OP is about wanting it to be arcane magic. I know I can be a bit of a stickler about that kind of thing when I'm tinkering with character concepts.
Is the character specifically arcane, not divine, in the source material?
