Vulkan supports Raytracing and BG3 has Vulkan as default api.
Depends on the game. Water reflections can appear much more realistic. A good example of this is The Witcher 3. And if the game also supports DLSS, then using RT in conjunction to it, can make a difference in visuals and still maintain good fps.
"Needs" depends on the player's expectations. The Witcher 3 is a great looking game without RT. But in some cases, it can look even better with RT on. I don't see RT as being a big deal for BG3 for myself. Each to his own.
