I could easily see that. Pact of the Chain already seems pretty buffed, and there's precedent in its OneDnD playtest implementation.

Last I checked, Wyll's rapier proficiency is associated with his "Blade of the Frontier" custom background. There's precedent for backgrounds providing proficiencies (usually skill or tool) and being customizable, but it still feels like a band-aid for the character.
We,ll see how it pans out on actual release but I,ll be cautiously optimistic.
